See if you can get a rail for mounting the scope. It will give you some room to play with. All else fails take it to sporting goods store and ask them.
 
EGW makes a good rail for the AXIS. That should get you high enough to clear without going as high as taller rings. If your scope is short, you may have to grind a bit of clearance on the front end of the pic rail so the bell of the scope doesn't hit when the scope is positioned to the rear. I wouldn't take a torch to the bolt handle. Better to take a bit of the bolt handle down where it is contacting the scope with a grinder.
 
I had a similar problem with my Mauser action and the Burris scope that I installed after getting everything together....If it's the bolt knob that is giving you a problem (as was my case), installing a longer knob may be the simplest solution...If it's the bolt lever that is hitting the scope, then having the shaft either bent slightly, or notched, may be another solution...

The picture of mine below will show the extended bolt knob and it makes the bolt much easier to operate...

went with burris high rings. bolt just clears the scope and my cheek weld is still good. thought I would have to get a riser but don't.

thanks for the help guys. I didn't want to go high rings but no way I was grinding the bolt down.
 
I find my self running high rings on most of my guns in order to get things to clear. Very few of mine have medium even though they were supposed to work.
 
Mine does the same thing. You shouldn't have to put higher rings or do any gunsmithing to get a new rifle to work right.

I think Savage should be required to fix these problems.

Also that flimsy pos stock. Why wouldn't they use a harder material. I can literally bend the stock against the barrel if I'm gripping it hard & that affects accuracy.. bottom line.. SAVAGE SUCKS

that being said, i own several savage rifles and know others that do to. none of us have had any issues. maybe contact savage and see what they will do.
 
Still relevant as far as scope mounting.

I'm a Savage fan and have killed a lot of game and won some stuff with Savage rifles, all but one have factory stocks although .modified by me, barrel channels opened, skim bedded, LOP shortened and combs raised.

Ocular housing size varies a lot so you have a lot of choices. Scopes with fast focus eyepiece are larger than old scope where you screw the eyepiece in and out and then have a lock ring.

One thing nice Savage rifles have removable bolt handles so mods are quite easy without having to worry about damaging the bolt.

Savage rifles don't suck, they are usually very accurate out of the box, extremely user friendly. It was/is one of my favorites to build on, just about everything on them can be changed in your basement with very few specialized tools. I have Savage's in 20P, 222 Rem, 223, 22-204, 6mm-204, 25-204 and 22-250

They aren't pretty but they don't suck.
