I will try this again, sorry for the duplication. Is this a cow or bull? I have pics beginning in 2017. "Antlers" never change, never shed. Moss growing on them. FWP biologist said he has never seen anything like it. I know what sex this elk is, what say you and why?

It is a steer. I have close-up video of the hind end, no balls. Likely born without testicles, it never produces enough testosterone. This elk gets free ride, not a legal bull (no 4" brow tines) and I can not shoot it as a cow because it has "antlers". It is getting old enough now that it would not be all that great for eating anyway, except for ground E. It is either all that or "it" decided to go "trans":)
