Weird elk, male or female?

OK, I know what this elk is. "Antlers" are moss covered, never shed. I have pics going back to 2017. Want to guess it's sex and why you make that decision?

My guess is that that is a cow that either has a serious hormone imbalance or at some point suffered an injury. Don't see too many of those around here but I do see doe whitetail deer somewhat regularly with the same condition.
