Model 1021 ! What is it?

My dad has an old Mossberg 243 with a scope - any emblem has fallen off, all I can see is model 1021, What kind of scope is this? Is it or was it a good scope?
 
If it came on the rifle, it's probably a servicable, but lower end scope like a Simmons or something like that.

Mossberg may take low bidder on optics, so it may be only in sync with the rifle's serial number from factory records.

Pretty sure I had a Simmons with that model number. Is it a fixed 6X or a 3-9X? Not as cheap as the Simmons they put on lately, but still lower end.

I have a Bushnell Sportsman 72-3943, would it be an improvement over the simmons?
 
I had a simmons on my .06 and it was the biggest peice os you know what i ever saw. i couldnt get it to hold a zero at all. not sure if it was just my scope or if they are all like that. its the only one i have owned and judging from it i would never WASTE my money on one.
