Berger bullets were never designed to do that, they were first and foremost a target bullet.
When people started shooting them into animals, they discovered how they worked.
After target shooters started having the original target bullets blowing up, me included, Berger went to a thicker jacket, and labeled those as Target bullets, and labeled the originals as Hunting bullets.
