Someone recently posted about being unable to find a scope base with correct hole spacing for a his particular 98 Mauser. I can't find that post, but hopefully he will see this solution.

If link does not direct to the actual post, Check Post #74 . His solution was to fit a one piece base to front screw holes on receiver ring, then use JB weld to bed the front end of base to receiver and attach the rear end of base which seems to be working for him on an old Savage.
1920s vintage Savage 23b in 25-20.
I used existing holes in the receiver and some JB weld to install the scope mount. And I installed the sling swivel studs. It's a fun little package for snowshoe hares; but I really want to kill a coyote with it. Someday
 
A lot like you designing a no drill base for an Garand.

I've been known to cut up Weaver bases and redrill holes.

The Weaver Rem 600 base has a factory spacer.

Weaver Grand Slam steel rings, especially the X-high have a lot of meat in them to modify.

Bronwnells has a sight base screw kit.
